The HSE says 4194 "dodgy" ladders had been taken out of use by the end of last year thanks to its Ladder Exchange initiative.
The scheme began in June 2007 with the aim of taking 4000 substandard ladders out of British workplaces.
To promote the scheme, the HSE worked with 60 local authorities and hirers and retailers including SGB Hire and Sale, Speedy Hire and HSS Hire.
HSE figures indicate that a third of the serious injuries from falls from height in 2006/7 were the result of falls from ladders. The Ladder Exchange scheme offered firms the chance to exchange unsafe ladders for new ones.
Another Ladder Exchange initiative is planned for autumn this year.
